184 governor

Governor is working, I can put full throttle and manually push on governor rod to increase RPM's. However, the governor is keeping RPM's too low. Is there an adjustment to increase spring tension?

The governor can be adjusted. Post another time or two and you will be given access to the manuals server.
Be careful when measuring the RPM's. The 184 PTO does not operate at engine speed.
On the 184 the high idle (wide open throttle with no load)
Engine 2400 RPM = PTO 1970 RPM

184 full load (Wide open throttle with a full load)
Engine 2200 RPM = PTO 1800 RPM

184 idle (low idle speed)
Engine 450-500 RPM = PTO 390 RPM

If this is a mowing tractor, I would suggest adjusting to reach the full load #'s spinning a mower deck.
Before adjusting the governor, I would suggest that you adjust your governor to carburetor linkage per the manual. There is probably a lot of slop in the linkage that needs to be repaired before adjusting the governor.

I have already adjusted gov to carb linkage, and adjusted top bolt for more RPM. It still runs same RPM, no change. If I pull gov rod toward carb, RPM's increase, but governor holds it back lower. That's why I thought I could tighten spring tension. Maybe I need a new spring. Not sure how to install new spring, manual doesn't show this. I rebuilt the governor on my Farmall A, but it is different, with an internal spring.

I have also gone through the adjustment procedure in the book and I can’t get past 2200 myself.

I can't get near 2200, probably around 1500 max.

At full throttle, is your governor arm contacting the stop bolt? It might be as simple as your throttle cable adjustment has slipped. If the arm is contacting the stop bolt then you may need a new spring.

Pretty sure that the linkage has enough slop in it that the governor is calling for increased RPM's, but the linkage is not rotating and commanding the carb to open far enough. Take a look at this thread.

I looked for this in the How To section, but didn't find it. If someone does this repair, please take a few pictures so we can put it into the How To section.
