Does it have any gear oil, or just pump #2 grease in it? If so how do you know it’s full?

Gun grease, 2 - 3 of pumps. You are just refreshing the existing grease. It's full from the factory. There is a plate on the side of the Ross steering sector. You get a bit of grease being pressed out or smeared between the plate and the sector, don't worry about it.
