Governor problem

Have a 184 that starts and runs fine but the throttle does not change engine speed. Motor runs at fast idle all the time.
With the engine off, the throttle moves the rockshaft and opens and closes the carburetor, but with engine running the rockshaft does not move at all.
I've taken the governor off and lubricated all the moving parts so nothing is sticking or in a bind.
What should I look for?

My bet, something came loose inside the governor.

OK. Engine started. Operate the carburetor by hand by moving the linkage rod from the governor arm to carburetor. Engine changes speed - governor.

Spring adjustment?
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.

Found the problem, it was the carburetor. Put on another carburetor from a running tractor and that fixed it.
Haven't found out what is wrong with the bad one, but guessing it may have a serious air leak that lets the tractor run at wide open speed all the time. Will rebuild the carb
