been a while but I believe I took out the seven screws than hold down the metal plate to the fiberglass dash. Pushed the plate up the steering column to the steering wheel and worked underneath it to change the control. 2 1/4 20 screws.
about the govenor. The lever connected to the throttle control cable also ha a spting connected to it. About an inch in diameter an an inch and a half long. If you disconnect the spring the linkage should move freely. If it doesn't check the following for binding. The carb throttle shaft, pivot on left side of pivot shaft, the bearing where the pivot shaft goes into the govenor. If those are not binding you may need to pull the govenor and check for binding weights. When the throttle lever is at full throttle it will take quite a bit of pressure to move the linkage but it should move smoothly

Thanks Stan . . it would not move back with the cable. ( had o pry it back. Then the cable would move it and I would pry it back. Thats when the cable let loose.

Larry, the spring between the rock shaft and the input lever is there. The rock shaft springs right back. Everything from the governor to the carb is loose, except that the linkage rod was crap. It is only on the input side that there is an issue.

I finally got around to removing the steering wheel. That was the most difficult wheel to remove ever. That includes every car/truck I have removed. It wasn't pretty :) Now you can see the throttle cable. It pulled out, didn't break, BUT . . the bracket that holds the cable is bent. That gives you some idea of the pressure I had to use to move the throttle ( governor). Yes I can move the governor input lever,m but it is difficult. Now you can believe me :) I can fix the throttle to operate again, no biggie. I still need to loosen the governor . I'm wondering if my only option is taking it apart now?

Solvent on both ends of the throttle cable and on the shaft where it comes out the left side of the governor.

You can disconnect the throttle cable from the governor. After a couple of solvent applications, work the throttle lever, more solvent. Gently work the lever on the governor where the throttle cables attaches.

The cable is loose within the sheath. I'll do more moving the governor lever, prying it back and forth. How involved is opening up the governor? Anyway to get to this lever without having to reset everything else involved ?

If you are referring to the lever part #11 in the posts on page one, my choice would be to remove the radiator to access this control point. I believe the lever is attached to the shaft from the governor by a small roll pin.

yes it is #11. But I'm not trying to remove the lever am I ? Its the shaft it is attached to that is stiff, correct?

It might be a build-up between the lever and the governor housing that is keeping it from moving. Usually if it is soaked with penetrating oil (PB Blaster, Krol etc) it will free up. It's possible something inside the governor is stuck although I've never had that problem on a CUB. I once had a SA and a AC D12 that the governor got water in it and EVERYTHING INSIDE it was rusted frozen up.

Pete, your frozen lever that you are trying to free up simply pivots on a stub shaft external to the governor. It's only purpose is to apply tension to the governor spring, to increase engine speed, when needed. If it won't free up, you may have to try to get it to slide off the shaft, after removing the cotter pin, holding it on. Clean and lube and re-assemble.

OK, so maybe now I'm getting it :) The shaft does nothing internally, only changes the tension on the external spring? If so, I see what you guys mean and why trying to remove teh lever would be helpful. If I finally see the light, thanks :)

Others have had the misfortune of breaking the lever when trying to remove/work with it. It's made from cast material so take that into consideration.
