Update: I found the issue with my charging issue It happens to be that when you open up the voltage regulator and look at the relays the one that opens and closes depending on rpm should have a .020mm gap mine was larger. You can adjust by slightly bending tap holding down on relay switch until you get that .020 gap. With that adjustment It's working 100% now. At idle no charge bump up the thottle and you can see that relay suck in and immediately start charging over 14 + at full throttle.
