Governor designed to work with a load. What load are you using?

The governor is designed to keep constant engine rpms. You may hear the engine exhaust get louder when the governor works, but you won't see an increase in ground speed.

I have bush hog on it an in first gear it bogs the tractor down

How big, wide, is the brush hog? Can have a mower to large for the tractor.

Last time complete tune up was conducted, including dry and wet compression tests?
