George, I can see at least one cross chain in that picture that's doing exactly what I described. The one on top of the right wheel is clearly not stuck down between the lugs. Yes, some of them are, but as a general rule, those will get slung back out as the tractor is driven.

IMHO, and in my humble experience, the looser they are, the more slack they have to fall into the V-shaped channels made by the tire lugs.
