Farmall C runs but can't pull anything

My neighbors Farmall C runs but according to him when he tries to put on an attachment and plow, the machine looses power and won't take the load. Any thoughts about what could be causing this?

Fuel starvation, timing out of adjustment, bad fuel, bad compression. Lacking further info, could be one of those.

My cousin got a C a few years ago with the same problem, and it had a some old paint that had hardened and was binding the pivots on the carb linkage coming from the governor.
