Front Axle question.

Here's a pic of the axle off the tractor.

The knuckle (spindle) moves freely up and down inside the spindle tube about 1/8".
Is this normal?
Can it be tightened by adjusting the steering knuckle arm (Part #21) downward a little?

Why bother, once the weight of the tractor is on it, the shaft will not move up and down any.
