Hello,
I've got a 1969 IH 140. I've rebuilt the carb, new spark plugs, new spark plug wires, new distributor cap and rotor, new condenser and points. It runs and idles pretty smoothly now. However, the engine does not pick up revs until about 1/2 way through the throttle position. It acted this way before the carb rebuild and I checked that the rods going to and from the governor move without binding. Per the info from this site, it appears to be a governor problem. Is it usually just the spring? What should I look for when I remove the governor? Thanks in advance.

There is a shaft with a lever that goes into the governor housing. The rod from the control lever connects to the lever on this shaft. The inside end has another lever that pulls the governor spring. The opening in the housing where this shaft enters is often worn, translating into lost motion from the control lever. People have drilled the opening and added a bushing. The shaft may be worn enough to need some repair as well.
