New (to me) Super A burning some oil and leaky hydraulc pump

Okay, So picked up a pretty nice Super A. The previous owner had it for 20 years. He mentioned having the motor done some years back and the man who did it said that it was in great shape. I think the tractor set for a while but starts and runs decent. It was weak at first and leaking alot. Some of the gaskets have sealed a little. I oiled up the governor, tried to adjust the carb which is unresponsive, changed the plugs, wires, cap and rotor (didn't do points yet). I noticed oil seemingly coming out around the 2 and 3rd plugs. Made a big change in power at first and is definitely much better but maybe not as good as the first time driving it with new cap, rotor, blah, blah. but I'm curious about the oil. Does this mean I have to do piston rings? If so that's a whole other question. I saw someone mention sea foam? Are there any tricks to doing the rings I should know about. Also, what about the leaky hydraulic pump? I was able to put a socket on four bolts which appeared to be at the base of the pump and tighten significantly but it still leaks a bit.
What's my best plan of attack.
