What's happening?

I rebuilt the TC unit on my '51 SA recently using an IH seal set. Before rebuilding, the unit's right piston would stop working if I put too much down pressure on my grader blade. The left piston still would work. After a while--it varied--the right piston would work again.
After the rebuild, the same thing happens. Is the pressure relief valve sticking in the bore, or is this a normal reaction of the TC unit to over pressure?

I spent my whole boyhood working a SC, including a grader blade and do not remember the SC doing this.
