Super A Governor

Hello
I am in process of rebuilding the governor off my SA. And I am finding what I think is an extra part! This governor has a flat washer on the speed control lever on the outside of the governor housing between the lever and the governor. The speed control lever is the one the throttle rod hooks to on the right side of the governor if you are in the seat. My book shows a washer on the inside of the gov on this same shaft next to an oil seal. Can someone look at their tractor for me and let me know if you see a washer where I described it?
