After thinking about this, if your pump is working properly, and the bypass block is machined correctly, the loader control valve should work properly providing there's enough fluid for the pump to draw from. The control valve is first in line to feel pressure from the pump. The TC unit function would be effected by the power beyond exit and you would need that sleeve for pressure to work the TC.

I agree with Rick's last comment. Conceivably you could have a power beyond CAPABLE valve that isn't configured for power beyond OPERATION. If that were the case, the Touch-Control operation would be impacted by the valve setup. But the loader should operate normally. This suggests the problem is somewhere in the flow from the reservoir(s) to the pump to the valve. It seems the problem is likely to be air getting into the pump intake or pressure bleeding off between the pump and the valve. Your earlier comment:
"I can see fluid and air bubbles at the bleed at direction control valve inlet. . ."
Leads me to suspect air getting into the pump intake. That is why I asked about your connection from the loader reservoir to the Touch-Control filler.

I think the value is " power beyond CAPABLE valve that isn't configured for power beyond OPERATION. I think I need this "Prince Power Beyond Cartridge" to make it work. I have been thinking about taking it to the hydraulics shop and having them get the correct plug for power beyond

The internal galleries for the out and the power beyond are not isolated from each other the system without the fitting and the system will not hold pressure. The loader and the TC will not work because of the high and low pressure sides of the system are at the same pressure without the fitting. This would explain a lot of what I was seeing.

It seems the problem is likely to be air getting into the pump intake or pressure bleeding off between the pump and the valve.

I think Jim is correct. Possibility is oil flow going straight through the control valve and shooting through the beyond fitting you have and creating a suction and pulling fluid and air from the tank side where you have the "OUT" plumbed

Its acting like same principal as a syphon type sandblaster drawing sand in from the air pressure shooting across the open port.
Placing the power beyond sleeve might correct your air bubble issue providing your pump is ok and you get all the air out of your cylinders.

On the underside of the value I was able to find a casting code which leads me to a part number Price RD5200 which lead me to the manual.

I removed item 1 in the photo but did not use Item 2 or 3 to make the value open center & power beyond. I found the power beyond inset at surplus supply online and it worked.

The High pressure is able to get to the outlet port when this insert is not there.
