Here's some Redneck engineering:
Get a 2 X 8 board (my length was 56 inches) a piece of ½" inch stock rod.
Using the upper hole in the wheel disk, mark the wood.
Drill 31/64 hole in the 2 X 8 and drive the ½" rod into the hole.
Place wheel weight on rod, lift into place slide onto wheel disk and install to side bolts.
Remove rod and install the two additional bolts. It took me three minutes each side.
