replacing a PTO lever and shaft on a farmall cub

I have taken the shaft out, placed the collar back on with the new lever, having difficulties to get it to disengage

More information would be helpful. My initial guess is the shift pin inside the transmission is no long properly engaging with the shift clutch (a collar inside the transmission). BTW, welcome to the Forum

If you tightened the set screw on the clutch too tight, it will not slide back and forth to engage and disengage the PTO. With a small light you can look through the fill hole and watch (not easily though) the lever and pin move the clutch. That should help you determine what the fix is.
