Maybe the float was installed upside down? I've done it. The needle will fall into the bowl eventually

First rule of floats....they need to float. In gasoline, of course.
First rule of needle valves...they need to seal when actuated by the float. Blow in the gas line hole...raise the float...should stop the air flow.
These new needle valves dont always seal...and also like to stick closed.
Its got to be a valve not sealing or not getting actuated.
