Cub timing question
When running a 184 motor what rpm should be ran when timing at the 16 degree mark?

Anything from about 1600 on up.

Plus or minus a tad, 1600 rpms and the advance will max out at 16 degrees. The advance remains at 16 degrees when engine rpms are above 1600.
I wouldn't get excited about the exact point at which the distributor advance reaches 16 degrees.
Magneto advance, 13 degrees, begins when the impulse coupling drops out, somewhere just above 250 rpms. Once the magneto's impulse coupling drops out - that it - 13 degrees at all engine rpms.
