I decided to see if my Cub's PTO worked or not as I have never seen it be used. I took the pulley off and some other thing that I don't know the name of.. (you can see a bolt sticking out to the right of the PTO shaft. Couldn't find one shorter that would fit.) Anyways, I took the pulley off because it isn't balanced and I didn't want to take an chances. We don't have any implements that use PTO but I would like to have it working just in-case I get one some day.
Here is a video of what it's doing. https://www.youtube.com/watch?v=aFSo1gid7_Q
When I engage the PTO I lower the throttle to it's lowest setting then I push the clutch in the move the little lever then let the clutch out then raise the throttle back up. I do it like this since the clutch release bearing on my Cub is basically non-existent.
If I left something out that you might need to know just ask and I'll answer it as best as I can.

Re: '56 Cub PTO not fully engaging?
Hi,
If the PTO works like yours does in the video, it can be one or more things that are wornout.
It is not engaging enough to run at engine speed, it looks like in the video.
Remove the transmission oil filler plug, and look in with a light, and you can see the PTO shifter parts.
You will probably need to remove the PTO assembly from the rear of the tractor to replace parts, but look in the filler hole first and see how it looks.
The pin on the PTO shift lever is a common thing that wears out. It fits in the groove in the PTO clutch. You can see it through the filler plug hole. It is the small pin on the lower end of the arm.
Here is a listing from TM Tractor so you can see it.

Below are pages from the Cub service manual so you can see what the PTO looks like.

The splines on the PTO clutch could be wornout. Here is a pic of a new one below from TM Tractor.

Hard to tell from video, but is lever all the way back in the slot? Try loosening the bracket that guides the lever and move lever back farther. See if that helps. Also agree with Glen's post

Re: '56 Cub PTO not fully engaging?
Ok, update. I was outside messing around with it some more and it's like it works sometimes and then other times it doesn't.
I'll try and look at what I can Glen. I think I'll first try what tmays suggested and see if that works. I wouldn't really expect anything to be really worn out as my grandfather has never owned any PTO driven implements as far as I know. Although he is the second owner of the tractor since about the 70s I believe.
EDIT: Yes, the lever is all the way back. Forgot to add.

From your description, sounds like tractor had sickle mower on it at some point. Got pics of what you took off?

Hi,
Below are pics, from TM Tractor, of the pulley used with the Cub 22, sickle bar mower. I don't know if this is what it had or not. The bolt is gone from the larger hole in the first pic.
They worked good, the balance is not a problem with them.

That's the exact pulley I took off. It also had some kind of bar next to it, I'll get a picture of everything I took off tomorrow. I'd like to know where the sickle bar mower went.

That doesn't look like a Cub part to me. Must of been fabbed for a special purpose.
