I've studied the service manual and the parts book and I'm stumped. According to the service manual: raise and support the Cub, check; remove the front axle, check; remove five cap screws from the base, check; drop the base - no way, hung up and will not come out. It is free and swivels 180 degrees plus. It just hangs there and refuses to come down. What am I missing?
Any help will be appreciated.

There should be a dowel that keeps it from turning. Since it is free to turn, I assume it has dropped far enough to clear the dowel. That leads me to believe it is hanging on the worm gear (assuming the steering shaft is still in place).
I suggest removing the steering shaft, in fact start by just turning the steering wheel to the left.

Jim is probably right, also they fit pretty tight, you will need to convince it to come out
