Fan Drive Pulley

I am trying to replace the front seal and I can't get the Fan Drive Pulley off. Am I missing something? I tried using some penetrating oil with a gear puller and it just won't budge. Any help would be greatly appreciated.

It can be done as you're attempting, but using the hydraulic jack usually works better. With a gear puller, you may need to add heat.
