I realize it's an ignition coil but it looks like someone just slapped it on. is that a magneto just below it?

Yes, note the magneto cap does not have a wire running from it which would normally go to the center point of the distributor cap. Probably the internal coil failed and someone changed it over to an external coil. Not unusual, this was probably done because of the cost. Magneto coil runs in the neighborhood of $100 while the external coil like you have is around 20 bucks or less.

Without the magneto though I won't be able to start it with the crank right?

Not necessarily. I have a 49 Regular Cub that is set up like this and I can start with a hand crank. Requires a good battery though to supply the voltage necessary for the coil to provide the spark. It's a lot easier to hand crank/start if everything is tuned right and the timing is set right.

Wrong. You can still hand crank the engine to get it started.
I have an excuse. CRS.

Correct. The Blue Ribbon Service Manual 1012 might be helpful. Go to PDF MANUALS, scroll down to SERVICE MANUALS, then BLUE RIBBON SERVICE MANUALS to find it. For some unknown reason I cannot post a link to it. Stan
