Is the standard Cub pto right angle gearbox a 1-1 ratio input to output?

Yes.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

Not quite. The pulley shaft turns 1,322 rpm at 1,600 engine rpm. (from the Pulley and PTO Attachment Operator's Manual)

Ah yes, just found it in the Blue Ribbon pto specifications manual- Which states a 1 to 1.211 ratio.
