Distributor Cap

I recently adding all new plugs, wires, cap, rotor, etc. I noticed that the old IH cap had three 3/16" holes in the inside of the cap between post #3 & #2. Are these factory?

if the cap has brass inserts you can, aluminum inserts I would not as they corrode easier, not that important
