FWIW: I only cultivate with my cub. I bought and installed two used 9.5 x 24 titan tires (really deep lugs) and wheels. Even with the tires narrow mounted the end of the cultivator arm on the RH side really comes close to the tire when raised. I had to mount the outboard shank on the front of the bar at a slight angle. If I mounted, it in the center of the of the rear tire and mounted on the rear of the bar it hit the tire.

I'd sure be tempted to try and get someone to boot that tire and keep running it. With a boot and new tube I bet it would run for several more years. But that's just me

Some people can't stand the sight of a tire with things flapping or cut off patches. I would do the same. I keep running a front on one of my tractors that hard as a rock and cracked all over. But it still has some tread and it's serviceable. This is even a front tire. My other tractor not a cub has 9.5x24 on the rears as well. I have seen people change them in better shape than mine . It has dry rot cracks where the reads meet the sidewalls. But like I said before it's not a high speed vehicle, worse is that it sits down on a flat tire while I'm trying to bush hog or disk which is a pain but I don't make a living with the tractor and it's not like having a blowout at 70mph on the interstate.

My easy way to break the bead loose on rear tires (if available) the front edge of a loader bucket saves a lot of beating on a tire iron!! rotate the tire until the bead is loose all the way around - flip it and do the other side! Also flexes an old casing so it is easier to remove from the rim. Have also repaired rusted valve opening by welding a large flat washer on the inside of the rim! Poor people have poor ways! LOL!!

The flat washer is exactly how I would repair one. Or if it was really bad I'd weld in a sheet metal patch to get back to sound metal, then drill a new hole and probably weld a washer around that hole to make it stronger.

Can't you just cut out the rust and patch it by welding (and grinding) a new piece of metal in?
I'd just drill a hole in a different area of the rim for the valve stem.
