PTO Lever Tolerance...help needed....problem solved!

I am looking for some advice on a PTO issue....I replaced all of the PTO parts. The issue I am having is that the PTO clutch keeps backing away from the transmission shaft. Upon further review through the fill hole, I noticed that even when the shift lever is fully engaged to the rear, the clutch can move back about 1/2"....big problem. When I disassembled I noticed there is some really sloppy tolerance between the shift lever and the lever that engages the PTO clutch. See picture. I have 2 new sets and they both have this sloppy tolerance. Its only 1/16" or a few degrees movement but by the time that movement gets to the engagement clutch, its way too much slop. Has anyone else experienced this and is there a fix? Note that I have also tried moving my shifter guide back a little and it makes no difference as it is fully engaging the clutch as far as it will go forward.
