Hi,
Glad you got the Cub to run.
Here are pages from the Cub parts book showing the IH carburetor.
Make sure all the passages in the carb are open. I would blow out all the carb passages with air when it is apart, wear your eye goggles when using the air.
It's important to set the float level and drop correctly too.
Below is a page from the Cub service manual showing the float height for the IH carb in the upper pics. :)

Hi Bob, because the gasket is protruding out the side accompanied by a steady drip and it hasn't been rebuilt since the seventies. Also, the engine has a slight, soft, steady miss at idle. Not a miss really, but a kind of a puff.

You can buy the gasket separately from either Case/IH, TM Tractor, or McDonald Carb. I doubt that you need to put a full kit in it. When you have it apart, reassemble the two halves and see if the top if warped (uneven spacing around the outside). If so, the top needs to be flattened also. The "puff" may or may not relate to the carb.
