this was removed and the hole may be rusty and idea how to clean up .It should move freely right. This motor was in pieces in a box when I started so Lots questions

1st thought. Strip the block of all parts and have it boil out. If there is rust or debris in the opening, attempts to remove it will put some of the debris into the oil gallery leading to the oil filter or oil pan.
2nd thought. Oil based solvent and lint free rag. Soak rag with solvent. Wipe down the opening.
