I wouldn't pull the oil pan. Crack the transmission drain plug to see if water runs out.

No water, wipe out the dip stick tube. Get the engine hot. Run or work the tractor for an hour after the engine comes up to temperature. If stationary, cover about 1/2 the radiator. Keep an eye on the radiator so that it doesn't boil over.

The white foam is condensation. Working the tractor frequently and for lengthy periods of time will resolve the issue.

If you want a gasket, try your local auto parts store. If this is a working tractor, high temperature RTV from the auto parts store. Cheaper than a pan gasket and no waiting.

I added a half-can of Seafoam to the oil and to the gas last night and ran it for about an hour. Between running it and the Seafoam, I can confirm that the sludge is going away.
