does the two timing marks on crank line up with 2 marks on governor and 1 mark on crank lines up with 1 mark on cam? just double checking. and how do you time the governor?

Check the service manual. There is a pictorial of the timing gears and timing mark locations.

Crankshaft's two timing marks line up with the 2 timing marks on the idler gear. Crankshaft's one timing mark lines up with the one cam shaft timing mark. One idler gear mark lines up with the governor gear mark. The governor gear mark is located on the back side of the governor gear.
