Transmission Countershaft Bearing

I am replacing all bearings in a 1948 Cub transmission. Everything is almost complete and I am ready to install the new front bearing for the countershaft. When I removed the old bearing retainer the bearing come out with it. When I put the new bearing in should it be installed in the retainer first and then the retainer be installed or should the bearing be installed on the countershaft prior to installing the bearing retainer?
