Removing old bearing can be done with a grinder. Careful not to hit anything else. As the grind nears cutting through, that area will turn blue. At that point, a cold chisel struck smartly with a hammer will crack the bearing at the thin point and it will slide off. The torch could be used for the removal of the most of the material first.

I've used a cutoff disc to cut most of the way through, then followed up with an air chisel to get it off the shaft or break it entirely. Just make sure you wear safety glasses, I still sometimes find pieces of hardened race around the shop where they explode.

Would gently warming the new bearings to 200F in the oven help for installing? That temperature is nowhere near hot enough to burn grease or melt rubber seals.
