throttle lever

I have a 52 cub that will not allow you to push throttle lever past half way. It has had some starting issues, but with some clean ADJUSTED points and a few new wires it starts. but I can't get the throttle to do right. ANY HELP GLADLY ACCEPTED. THANKS

Is the little lever over the governor, moving, when you move the throttle? These frequently stick. If stuck, use penetrating oil, and gentle pressure. It's cast iron, and easily broken.(Rod from the throttle connects to it, and it has a spring on it)
