Taps will not cut a thread bigger if started correctly...they will cut away anything that has been "boogered up"( out of position from original) making the thread weaker, but generally not bigger.

Nah not wrong there more than one way to do most things cleaning up threads included , Ive done my share of thread cleaning and have never once used a thread chaser .
