First thing to check is all the throttle linkage and parts. Make sure everything is connected and moves freely, especially the lever #11 on shaft #12. Is the governor spring #7 in place? Is there any "slop" or loose motion in the linkage? With the engine running at idle rpm, you should be able to move the rod #1 by hand to speed up the engine and feel resistance from the governor trying to return it to idle rpm. Hope this is helpful. If the governor is free and working the rod that attaches it to the carb may need to be adjusted according to the owners manual.

I agree with Randall, if the carb or governor has been removed then they need to be retimed. Mine was out of whack like that at RMCF this weekend until I adjusted it.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.
