Governor Linkage Stuck
I recently bought a 1977 Cub that is in pretty good condition. 1 issue is the governor linage between the throttle lever and the governor is stuck tight. The linkage to the carburetor is free. The tractor starts easily and runs smoothly. I can rev up the engine a little by manually forcing the carburetor linkage. I am planning to remove the gas tank to clean and hopefully loosen the linkage. I also need to remove the Touch Control due to excessive leakage. My question is can I remove and reinstall the governor to inspect it without disturbing anything else ie; the distributor ? I have a used spare governor that I will clean and inspect prior to removing the gas tank. This is my first time working on a Cub governor. What should I look for in wear and tear ?

The lever that hooks to the control rod for the throttle is frozen on the shaft soak it with penetrating oil and carefully work it back and forth, it will come loose, do not force it to much or it will break, they are cast and fragile

to tst's recommendation. Common issue with one that has sat without moving for a while. No need to remove the governor to do this. After it soaks for a while you can try tapping it GENTLY with a small hammer or other tool. Once it moves a little, apply more penetrating oil and continue the process. Stan

Quick answer is no. The governor drive gear also drives the distributor, so it must be timed to the rest of the engine. And getting the gear aligned properly when re-installing the governor is a bit tricky. If you do remove the governor, I recommend that you first set the tractor to TDC on the compression stroke, remove the distributor, find the timing marks on the back idler and governor drive gears and mark them with liquid paper or white touch up paint before removing the governor. That will help a lot when re-installing the governor.
Follow the recommendation for freeing up the bell-crank lever first. That will probably correct the problem.

I've been hitting my '55 with Kroil since Saturday night and it still wont budge, this is even after a few gentle taps.
Should I try PB Blaster or some heat?
It is stuck at 50% on the lever so the tractor runs and drives but letting off the clutch from a stop is like launching a car at the race track.

Finally got mine free with a small prybar. Soaked with Kroil & tapped tapped it multiple times over a 48hr period, then used a large punch to pry/rotate it.

SUCCESS !!! Kroil and patience worked. I decided not to beat on the linkage and arm and just keep working the lever and spraying it down with Kroil twice a day. Day 4 I have about 50% of the travel and the engine response seems to be good. I'll be turning the spring garden under next week so it will get a little work.

Listen to the voice of experience and with a little patience - you just saved yourself a fist load of cash .... Glad it worked out for you.
Now ..
Wherever there is a bushing, lever or other connection .. make sure you lubricate that very well with a good Penetrating oil .. be it Kroil, PB Blaster, Nut Buster etc.... just don't use WD-40 ...
