Also slightly possible that he has a right discharge mower and the PO put a twist in the belt, getting it to spin the wrong way. It takes more power to mow with the back side of the blades.

What did you do to fix the problem?

Eugene, I started from scratch, tweaked the ignition, rechecked timing, checked valves and plugs. She still has a little smoke until she warms up , but runs pretty strong, also proper adjustment of the mower deck (level and slightly tilted forward) made the difference. After it setting in a shed for over 3 years by the PO, a couple of cans of sea foam and working her is a plus too I think?
