Take the compression readings dry. At least 5 crankshaft revolutions per cylinder per test on each cylinder - and using starter motor. Then add a tablespoon of engine oil on top of each cylinder and take the readings again. Record all readings. Post your readings.

A good reading would be 110 psi per cylinder, dry test. A reasonable satisfactory reading would be 105 psi, dry test, dead even, per cylinder.

Again, post the readings. Can't interpret without the readings. Lots of variables.
I have an excuse. CRS.

Before you pull the plugs, make sure you blow all the crude out of the depression around the neck of each spark plug so it does not fall into the cylinders.

Question. Was this the dry test? If so, the numbers are is the satisfactory range.

OK. Now to complete the engine tune up. Next step, valve tappet clearance, then ignition timing. Lastly carburetor.

Sounds like a good reading. One step at a time and things will work themselves out.

Clean the gas tank and fuel bowl , make sure you have a steady stream of gas flowing at the carburetor.

If you changed the governor, make sure that the engine is timed correctly.

Don't throw that old carb away! If you don't want it, someone on here will, to repair or for parts.
