Governor seal

I bought a 1953 cub a few weeks back. It has had an amateur resto done to it. Motor was supposed to have been honed, re-ringed, and new bearings. It's had 3 hrs. running time on it since freshened, but still lightly smoking. Unfortunately after getting it home, I noticed where the screw in the housing between the distributor, and governor, there was very lightly threaded (1/4 turn) bolt there instead. I removed the bolt, only to find oil running out of the hole.

From what I've gathered here, the governor seal must be leaking. Is there a video link on here somewhere showing how to fix the problem? What problems would I encounter if I were to attempt this. I did read that the seal needs to be set at 23/32 from the edge of the governor housing. I have never worked on a tractor before, plenty of small block chevys. I know no one who is/was a tractor mechanic to help guide me through this fix.
