Make sure the choke rod and lever is attached correctly and not on upside down. That can sometimes happen when putting on a new carb. You might also want to remove and clean the main jet just to make sure it is clean. Use a thin piece of soft wire to do that.

By "new carb" do you mean brand new, or just a different used or rebuilt one for you? Another Forum member bought a repro and had to put a larger jet in it to get it to run right. You might be able to tell by removing the main jet (brass hex head near the bottom) and see if it looks like there is a large hole in the end that tapers down to a small hole.

Check your fuel flow by removing the main jet and turning the fuel on. Should get plenty of flow unless something is restricted along the way. Tank outlet, fuel bowl, carb inlet; need to check them and find the restriction.
