Yes, it appears to be a solenoid, for key start. Does have a key switch, on the dash!

Looks like who owned this got happy with a welder. If you look in the pic of the solenoid, it looks like he also put a large bead on the front rockshaft.
Tractors are like watermelons: the RED is good and you throw away the GREEN.
