The hydraulics have a closed center valve with a regulator valve to release the pressure when in neutral. I never tried measuring the pressure when in neutral but the book says 15-40 psi is normal. 2.8 gpm, even at 40# probably is inconsequential but I'll let somebody else try converting it to horsepower.
We know it is using some power because the hydraulic system normally is fairly hot to the touch and the heat is coming from somewhere.
