Sometimes the throttle wont move on my 72 cub. if i if i wiggle the lever a little it will work ok what can be stopping it ?

Check the clamp/guide that the rod passes through off the top of the head. Then lube/oil the moving parts on both ends of the rod.

yup, and as an addendum to what Raymond said there is an arm on top of the governor that connects to the rod and has a spring going down to the cross shaft. Lube that pivot, they are noted for getting rusty and sticking.
