I friend of mine is having a problem with her Cub. I haven't gone to see it, but according to her the carb leaks from the bottom and it doesn't like to start. After a discussion I think the carb dripping is because its getting flood from trying to start. I won't know much until I see compression test results, or if the valves are gapped properly. But I'm thinking its a engine and not a carb issue. I have yet to dig too deep into it, but I'd like you guys to bounce some ideas off me so when I do take a look I can check em out.

Does the carb drip when the engine is running? If so, probably the float/needle valve is not seating to control the flow on demand. If it drips when the engine is not running, it's highly likely that the float is sticking and/or the needle valve is not seated properly. This assumes that the fuel flow can be stopped completely by closing the valve at the tank. Either way, it's most likely a float/needle valve and seat issue.

The carb will drip any time you crank it a lot without starting, so that doesn't really narrow it down. I'd check spark/ignition first, then carb/air cleaner, then compression. Good luck!

Check the simple things first, before you start tearing the engine apart for an overhaul.

Most simple things like carburetor rebuild and ignition tuneup, are long overdue anyway. They are cheap and easy to perform.
