I think the only way I will be able to free it up is to put it in a press. If I can get a press to push the post down and hold it so I can work on getting that partial bolt out I think I can save it.

And just a little tip. If you like your biscuits and gravy like I do and the stering wheel seems a little too close to your belly for some strange reason like me. Take out that little spacer and it gives you more belly room.
