I've never really paid much attention to the stop ring, I just want to make sure all the ball bearings stay in their cage during assembly. I don't know what to tell you about the stop ring.

The thrust bearing is three pieces. It has a grooved "washer" on each side of the bearing. The stop ring is a snap ring.

I noticed one (1) grooved washer, Bob, but not two and the snap ring wasn't there, at least not that I noticed. I'll take another look in the morning and see if the other grooved "washer" stayed put. Auto parts store for the snap ring or special order?

Here's what she looked like. This lever with my grimy finger pointing at it was so stiff it took a considerable amount of force to move it. Not due to spring tension, but grime and corrosion.

In your first picture, the snap ring appears to be there, just a little below the white dot on the shaft. Review the "how to" and if you feel comfortable doing it, I'd suggest you take your governor apart and clean and lube the weights, pivots, etc., and check for wear.

Here are some pics of the shaft with the retainer ring in place and also of the bearing set disassembled and on the shaft. My question is, the bearing slides right over the retaining ring. Was the ring never intended to hold the bearing itself in place? Sorry about the terrible picture quality.

Does anybody know where to get/purchase online a Bumper Spring Body and Bumper Spring for the Governor?

Messicks (Case/IH dealer) shows them, about $22 for both pieces. You could also post in the Vine and see if someone has a parts governor that has those.
