Rockshaft with 2 Brackets?

Ok found a rear rockshaft in the old farmhouse that has 2 brackets one where the lift rod mounts in the front and the other is a tad smaller facing more to the rear, what's it for?

It is used for adding a helper spring to lift heavy rear implements, most commonly linked to the A/Cub-201 planter.
