Radiator bolts

When I took the radiator off the broken steering housing of my Cub, the bolts appeared to have had some type of sealer applied when the present radiator was installed. I realize they thread into dry pockets and not into what would be the open lower tank, but I suppose the thread pockets could leak. Is it advisable to put a sealer on them, or just install them dry?
My manual is in the shop and I forgot to look to see what it says before I came in.

I always used grease on mine to discourage rust. A more modern application would be Never-seiz.
