Okay, so I got new plugs in Big Red, cleaned the fuel filter, strainer, drained the carb, cleaned the air filter, etc., but she still "hunts" when not under load. I noticed that if I pull the choke out about half way she runs just fine when at idle and under load, but she'll die if you pull the throttle all the way back (carb idle screw is ineffective). The govener bumper spring adjustment has no affect, either.

I got a carb rebuild kit coming. You think that'll help or do you think it's time for points, etc?

Stay in the general area you're in. Your problem sounds like a fuel / air problem. Look closely at the carb body for warping also look at the manifold & gaskets for possible air leakage. It sounds like it's sucking air somewhere or not enough fuel. Rebuild the carb and see what you have then.
