Have you checked the fuel level in the bowl? You can use a piece of clear tubing with a barbed fitting on the end. With the fitting screwed into the carb drain plug, and the tubing fashioned into a "U-Tube" you can visually observe the level of fuel in the carb bowl. Could be that float is not set properly, needle valve is not seating or something is interfering with movement of the float.

Or, just as likely... there is a leak elsewhere in the carburetor. Unless the float needle is leaking or float level is off, don't fix that. Go after the problem or you'll make the problem worse.
